How to Get Government Construction Contracts

How to get government construction contracts is a simpler question than most contractors think. You do not need to be a 50-van firm with a procurement department. A general contractor (main contractor in the UK) with the right registrations, a few reference jobs, and a properly completed bid can win public sector work.

I want to tell you what this really is. It is construction arbitrage run against the most reliable client in the market. You hold the prime contract with a government body. Your subbies do the physical work. You keep the margin in between. The client never argues about what you charge your subbies, never tries to cut your fee at the last minute, and pays on a fixed schedule. That model is worth building towards.

Why government clients are different

Most contractors work for private clients - homeowners, developers, landlords. Those relationships are fine until they are not: late payments, scope arguments, clients trying to squeeze the price after the work is done. Government clients work differently.

  • They pay on contract terms. In the USA, the federal Prompt Payment Act requires agencies to pay within 30 days of a proper invoice. Government contracts come with payment schedules - not the informal arrangements that lead to chasing private clients for months.
  • They do not negotiate your margin after award. You submit a price. They accept it or they do not. There are no calls six weeks in asking you to cut 15% because someone changed the budget.
  • The work repeats. Framework agreements and term contracts mean once you are on the approved list, work flows without a full tender every time.
  • They are creditworthy. A local authority, a government department, a housing association - these bodies do not go bankrupt and stop paying. That alone changes your cash flow position.

Once you get on the framework, you stop chasing work. Work comes to you. That is a different business.

Where to find government construction work by country

Every country has an official portal where public contracts are advertised. Registration is free on all of them. Here is where to go.

CountryMain portal(s)What you needKey threshold
USASAM.gov (federal) + your state eProcurement portalUnique Entity ID (auto-assigned), EIN, NAICS codesFederal contracts; small business set-asides available via SBA
UKContracts Finder + Find a TenderCompany registration, insurance certificatesContracts Finder from £12k (central government); Find a Tender above £5,193,000 (works, 2026-27)
CanadaCanadaBuys (canadabuys.canada.ca) + provincial portalsCRA business number, SAP Business Network accountDirect buys under $40k CAD for construction services without competitive tender
AustraliaAusTender (federal) + state portals (NSW eTendering, VicBuys, QTenders etc.)ABNCommonwealth reporting threshold applies; state portals are separate
New ZealandGETS - gets.govt.nzRealMe account (free)Used by central government and most local councils

State and provincial portals sit alongside the federal ones in the USA, Canada, and Australia. For smaller contractors, that is where the accessible volume actually lives. Most of the road maintenance work, public building repairs, and council construction contracts (figures in USD - the math is the same in any currency) worth $50,000 to $2,000,000 are let at state, provincial, or local level.

The six steps to your first government contract

The process is not complicated. Most contractors skip it because they assume it is.

  1. 01Register on your country's portal. SAM.gov in the USA requires a Unique Entity ID, which is assigned automatically during registration and replaced the old DUNS number system in April 2022. GETS in New Zealand needs a free RealMe identity account first. CanadaBuys in Canada needs your CRA business number and an SAP Business Network account before a contract can be awarded. Free, every one of them.
  2. 02Set up category alerts. Configure email alerts for the trade categories and codes that match your work. You want tenders arriving in your inbox, not requiring a daily search.
  3. 03Study three to five live tenders before you bid anything. Read the full specification documents on work that matches your capacity. See what they ask, how they price, what the award criteria are. You are learning the format before you play in it.
  4. 04Build your bid pack once. Every bid asks for the same things: company profile, health and safety policy, insurance certificates, method statement, relevant experience references. Build it once. Keep it current. Every bid after that is assembly work - two to three hours, not a week.
  5. 05Price from the specification. Price every line item they list. Government evaluators score on compliance before price. A missing line item in the pricing schedule signals you have not read the document.
  6. 06Request a debrief on every result. Win or lose, ask for a formal debrief. Most contracting authorities are required to provide one under procurement rules. The feedback tells you exactly how you scored and what the winning bid did differently.

Small businesses and set-asides: the shortcut most contractors miss

The assumption that government work is only for large firms is wrong in every market.

  • USA: The SBA runs several set-aside programmes. A portion of federal contracts must be reserved for small businesses, with specific programmes for veteran-owned, women-owned, and 8(a) certified businesses. If your firm qualifies as small under the relevant NAICS code, you can bid on work large contractors are excluded from.
  • UK: The Procurement Act 2023 introduced stronger requirements for contracting authorities to consider small and medium enterprises. Many councils have social value criteria that reward local suppliers. Being small is not a disadvantage here.
  • Canada: For construction services under $40,000 CAD, government departments can approach suppliers directly without competitive tender. Getting known to local procurement officers means getting called without bidding.
  • Australia: The Commonwealth Procurement Rules require entities to consider small businesses. Many states run pre-qualification schemes that put approved contractors on a shortlist for work below full tender thresholds.
  • New Zealand: The Government Procurement Rules require agencies to operate openly and non-discriminatorily. The market actively looks for capable local suppliers at all value levels.

Why most contractors don't win their first bid

The failure reasons are almost always procedural, not about price or competence.

  • Incomplete responses. Missing a method statement. No health and safety document. A blank row in the pricing schedule. Evaluators reject incomplete bids before your price is ever read.
  • No comparable experience cited. 'We have 12 years in the trade' is not an answer. Three specific, comparable contracts with client names, values, and reference contacts - that is an answer.
  • Generic quality responses. Government bids ask questions like 'describe your approach to managing quality on site'. A paragraph about ISO standards scores low. An answer about how you specifically handle snagging on jobs, with a named project example, scores higher.
  • No previous government contract. This is the real chicken-and-egg problem. The fix is to start at lower value: housing association repairs, local council maintenance, public building reactive work. Win one. Use it as the reference for the next one.

Housing associations and councils: the practical first step

If you have never won public sector work, start below the main threshold. Housing associations and local councils run ongoing repair and maintenance programmes for their housing stock. These contracts are lower value, shorter term, and accessible to contractors who are not yet large.

In the UK, housing associations advertise on Contracts Finder and their own portals. Approved contractor lists exist for painting, roofing, plumbing, electrical, and general maintenance. In the USA, housing authorities at city and county level carry out similar programmes. In Canada, municipalities run maintenance contracts for public buildings, parks, and infrastructure. Getting onto one approved list gives you repeat work and a reference that opens the next door.

This is the construction arbitrage model applied to the most reliable client you can find. Hold the contract. Let subbies do the labour. Keep the margin. The government client removes the three things that kill contractor businesses: margin arguments, late payment, and the unpredictable pipeline. That is why the players move towards it.

Government contracts are how serious contractors build a business that does not depend on the next referral or the next enquiry. If you want to build that kind of operation, the community is worth being part of.

Frequently asked questions

How do I find government construction contracts?+

Register on your country's official portal - SAM.gov in the USA, Contracts Finder and Find a Tender in the UK, CanadaBuys in Canada, AusTender for Australian federal work, and GETS in New Zealand. All are free to register. Once you're on, set up alerts for your trade category and start watching what comes up.

Do I need a licence to bid on government construction work?+

You need whatever licence you already need to do that type of work commercially - plus documented proof of insurance. Government clients just require you to show it upfront. In the USA, contractor licence requirements vary by state. In the UK, relevant trade certifications and public liability insurance are standard. Check the specific tender requirements because they always list what's required.

How do I write a bid for a government construction contract?+

Read the specification and answer every question they ask. Price every line item in the schedule. Include your method statement, health and safety plan, and references for comparable completed work. Incomplete bids get rejected on procedural grounds before anyone reads your price.

Can small contractors win government construction contracts?+

Yes. In the USA, federal set-aside programmes reserve contracts exclusively for small businesses. In the UK, the Procurement Act 2023 introduced stronger requirements to consider small and medium enterprises. In Canada, government departments can approach suppliers directly without a competitive tender for construction work under $40,000 CAD. The route in exists at every level.

How long does it take to win a first government contract?+

From first registration to first contract award, most contractors find it takes three to six months. The registration itself is fast - often the same day. The wait is the tender cycle: you bid, they evaluate, they award. Plan for the first bid to be a learning exercise. The second one scores better.

What is the difference between Find a Tender and Contracts Finder in the UK?+

Find a Tender is for above-threshold contracts - for works contracts, the threshold is £5,193,000 as of 2026. Contracts Finder covers smaller work, including central government contracts from £12,000. Both are free. For most small and medium contractors, Contracts Finder is where the volume of accessible work sits.
